Panama City, Panama — Yesterday, during the Nature Summit 2025, hosted by the Ministry of Environment of Panama, PVBLIC Foundation, and Global Resilience Partners, the international community witnessed the official launch of REIN Hubs — a transformative new platform for nature-based, sovereign-aligned innovation.

REIN, which stands for Resilience, Entrepreneurship, Innovation, and Nature, is a global initiative that catalyzes regional hubs to drive investment-ready, environmental innovation. Anchored in national development strategies and hosted by academic institutions, these hubs serve as localized engines for sustainable growth, resilience, and prosperity.

Backed by PVBLIC Foundation and supported by global partners including the Development Bank for Resilient Prosperity (DBRP), CleantechHUB, the Family Offices for Sustainable Development, and leading universities, REIN is building on the legacy of the U.S. State Department’s Coalition for Climate Entrepreneurship (CCE) program. From 2022 to 2024, CCE empowered climate-focused startups across Latin America through mentorship, training, and visibility. REIN takes this pilot success and embeds it into a long-term, sovereign-aligned platform’s designed to advance nature as an asset class, and has plans that span growth across  Latin America, Africa, Asia and the Small Island Developing States.

From CCE to REIN: Scaling Local Innovation for Global Impact

The CCE Hubs initiative, formerly implemented in Colombia, Costa Rica, Guatemala, Peru, Panama, and El Salvador, demonstrated the potential of regional innovation ecosystems. Over three years, more than 270 applications were submitted, 181 ventures pitched, and 27 startups selected for acceleration. This success story paved the way for REIN — a permanent platform to support resilient, nature-based entrepreneurship.

With hubs embedded in universities and aligned with national adaptation plans, REIN enables collaboration between governments, private investors, academia, and civil society. It connects local entrepreneurs to global capital markets through Real World Natural Asset (RWNA™)-backed financial structures designed by leading financial institutions and multilateral development banks, including, in the future with the DBRP, ensuring long-term scalability and impact.

A Platform Designed for Systemic Change

REIN’s ecosystem approach is built on five key partnerships:

  • Governments: Accelerating national adaptation plans with local innovation infrastructure.

  • Investors: Gaining access to a vetted pipeline of seed and series A-ready start-ups and RWNA™-backed portfolios.

  • Universities: Hosting REIN Hubs to drive research and local capacity.

  • Entrepreneurs: Building investable ventures with mentorship, training, and global exposure.

  • Multilaterals and Foundations: Delivering high-leverage, blended finance-aligned programming.

This multi-sectoral framework positions REIN as the innovation and incubation arm of broader multilateral and national development agendas—aligning nature-related entrepreneurship with sustainability and global impact priorities, and the Paris Agreement.

A Trusted Ecosystem for Global Resilience

REIN is not just an initiative; it’s a movement grounded in institutional trust, sovereign alignment, and measurable traction. By mobilizing global capital and local ingenuity, it seeks to redefine how we scale nature-based solutions, with and for the communities most affected by climate change.

With its official launch at Nature Summit 2025, REIN has positioned itself as a flagship initiative for environmental innovation and resilience. The next chapter of environmental action will be local, data-driven, and sovereign-led — and REIN is leading the way.

In her call to action during the official REIN Hubs launch at Nature Summit 2025, PVBLIC’s Director of Programs, Juanita Alvarez, remarked:

I invite all of you—governments, family offices, investors, scientists, and change agents—to join us. Be part of this growing ecosystem. Bring your capital, your ideas, your influence. Let’s shape the next decade of environmental entrepreneurship together.

As REIN embarks on this ambitious journey, it calls on visionary leaders, investors, academic institutions, and entrepreneurs worldwide to join this growing ecosystem. Together, we can unlock the full potential of nature-based innovation to build resilient communities, drive sustainable economic growth, and advance the global climate agenda. The future of environmental resilience begins here — with REIN Hubs.
