As the international community confronts growing geopolitical fragmentation, climate risks, and increasing pressure on multilateral institutions, the question of how to govern and finance global public goods has become more urgent than ever.

These challenges set the stage for the Club de Madrid Annual Policy Dialogue 2026, "Governing and Delivering Global Public Goods in a Fragmented World," which convened former heads of state and government, policymakers, development finance leaders, experts, and institutional partners in Madrid to explore practical approaches to strengthening democratic governance, international cooperation, and innovative financing.

As an institutional partner and supporter of this year's Dialogue, PVBLIC Foundation, together with the Development Bank for Resilient Prosperity (DBRP, “the Nature Bank”), joined these conversations to advance new approaches to financing resilience, fostering cross-sector collaboration, and supporting sustainable development.

The Dialogue officially opened with institutional remarks from H.M. King Felipe VI of Spain, Laura Chinchilla, President of Club de Madrid and former President of Costa Rica, and José Luis Martínez-Almeida, Mayor of Madrid. Their remarks set the tone for two days of discussions focused on strengthening cooperation and identifying practical solutions to today's interconnected global challenges.

Throughout the Dialogue, PVBLIC and DBRP participated in plenary sessions, bilateral meetings, and strategic discussions with former heads of state and government, policymakers, development finance specialists, investors, and institutional partners. These engagements provided an opportunity to exchange perspectives, strengthen relationships, and explore new avenues for collaboration around resilience, sustainable development, and innovative financing.

Making resilience investable

A key highlight of PVBLIC and DBRP's participation was the high-level breakfast consultation, "Making Resilience Investable: A New Financing Architecture for Vulnerable Economies," convened together with Club de Madrid.

Designed as a working discussion, the consultation brought together more than 20 former heads of state and government, development partners, finance experts, and institutional representatives to examine how vulnerable economies can gain greater access to affordable, long-term finance.

The conversation centered on a fundamental challenge: while financing is often available after disasters occur, significantly fewer resources are directed toward the investments that can strengthen resilience before crises happen.

Participants explored practical pathways to help address this gap, including the development of country-led resilience portfolios, stronger governance frameworks and safeguards, improved data and measurement systems, and the identification of early pilot initiatives capable of demonstrating new financing approaches in practice.

The discussion also examined how public, private, philanthropic, and institutional capital can be better aligned around measurable resilience outcomes, while ensuring sovereign ownership, transparency, and meaningful benefits for communities.

The consultation provided valuable insights as DBRP continues moving toward operationalisation, helping identify opportunities to strengthen the Bank's governance framework, financing model, and future engagement with governments and development partners.

DBRP's work was also featured during the "Solutions in Motion: Governance and Finance Lab," a session dedicated to initiatives advancing practical responses to the governance and financing challenges surrounding global public goods.

During the session, Dr. Hyginus "Gene" Leon, Executive Director of the Nature Bank, presented the DBRP model, outlining how the Bank is being designed to help countries move beyond isolated projects and develop integrated investment portfolios that combine resilience, natural capital, infrastructure, livelihoods, data, and long-term productive capacity.

The discussion also featured Cellou Dalein Diallo, former Prime Minister of Guinea; José Antonio Ocampo, former Minister of Finance of Colombia; and Ketan Patel, Chairman of Force for Good and Greater Pacific Capital.

Together, the panel explored how resilience and natural capital can be more effectively recognized within investment and financing decisions, while considering practical approaches that help translate policy ambitions into sustainable, long-term investment opportunities.

Strengthening partnerships for implementation

Beyond the formal programme, the Annual Policy Dialogue provided an important platform for building relationships across sectors and institutions.

Throughout the week, PVBLIC Foundation and DBRP engaged with political leaders, development finance institutions, investors, philanthropic organizations, and technical partners to share their work, exchange ideas, and identify opportunities for future collaboration.

These conversations reflected the shared understanding that addressing today's interconnected challenges requires more than individual initiatives. It demands stronger partnerships, innovative financing mechanisms, and coordinated action capable of delivering meaningful outcomes for countries facing climate, economic, and development pressures.

For PVBLIC, the Dialogue also reinforced the value of its partnership with Club de Madrid, which brings together PVBLIC's focus on implementation, innovation, and cross-sector collaboration with Club de Madrid's global network of experienced democratic leaders. Together, this collaboration creates opportunities to connect political leadership with practical solutions that can support long-term sustainable development.

The 2026 Club de Madrid Annual Policy Dialogue reaffirmed that strengthening global cooperation will require new approaches to financing resilience and delivering global public goods.

For PVBLIC Foundation and the Development Bank for Resilient Prosperity, the conversations in Madrid marked another important step toward advancing partnerships that can help countries prepare stronger investment programmes, mobilise more effective financing, and build long-term resilience.

As these discussions continue beyond Madrid, PVBLIC and DBRP look forward to building on the relationships, ideas, and opportunities identified throughout the Dialogue, working alongside governments, development partners, investors, and civil society to help turn ambitious ideas into practical solutions for sustainable development.

Thoughtful and informative read that highlights the importance of strengthening resilience through collaboration, long-term planning, and innovative approaches to global development. It's encouraging to see discussions focused on practical solutions that can help communities better prepare for future challenges rather than simply reacting to them. I enjoy reading articles that combine policy, sustainability, and real-world impact in such a clear way. As a university student, balancing academic responsibilities with keeping up with topics like these can be challenging, but Assignment Help UK has helped me stay organised and manage my workload more effectively, giving me more time to explore insightful content like this. Thanks for sharing such a valuable perspective and encouraging meaningful conversations about resilience and sustainable progress.
