Taking place in Dubai in the United Arab Emirates from November 30, to December 12, 2023, the 2023 United Nations Climate Change Conference (COP28) convened representatives from several nations around the world to discuss and negotiate strategies for addressing climate change. These conferences are organized under the United Nations Framework Convention on Climate Change (UNFCCC).
The importance of COP lies in its role as a platform for international collaboration and decision-making to combat climate change. Participants at COP meetings negotiate and update agreements aimed at reducing greenhouse gas emissions, adapting to the impacts of climate change, and mobilizing financial and technological support for developing nations.
PVBLIC Foundation was honored to participate in COP28 with a focus on advancing partnerships and programs set for climate innovation, data, and support for small island developing states (SIDS). Below are some highlights of PVBLIC’s participation during the official COP28 activities in Dubai:
‘Highlighting the Global Data Hub for SIDS’: A celebration of the alliance between PVBLIC Foundation, Antigua and Barbuda, UNOPS and AOSIS

On December 2nd, the PVBLIC team kicked off their COP28 activities in Dubai participating in the session "Highlighting the Global Data Hub for SIDS" in which Sergio Fernandez de Cordova, our Executive Chairman, celebrated the impactful partnership with Antigua and Barbuda, the Alliance of Small Island States (AOSIS) and the United Nations Office for Project Services (UNOPS). In this session, Stephen Keppel presented the history and progress of the SDG Data Alliance.
This session was moderated by Simona Marinescu, Senior Adviser for Small Island Developing States at UNOPS and remarks were provided by Prime Minister Gaston Browne of Antigua and Barbuda, USG & Executive Director of UNOPS Jorge Moreira da Silva, as well as Ambassador Aubrey Webson Antigua and Barbuda's Permanent Representative to the United Nations.
The journey of the SDG Data Alliance continues to grow with the establishment of a Global Data Hub for Small Island Developing States (SIDS) in the run up to the 4th International Conference on Small Island Developing States (SIDS4) in May 2024. The Data Alliance aims to build capacity and bring data, mapping, and innovative technologies to developing nations to support decision-making, and the planning and tracking of their sustainable development strategies.

Later on December 02, 2023, A private reception was held at the AOSIS Pavilion in the Blue Zone, bringing together island leaders and UN partners intimately involved in preparations for the 4th International Conference on Small Island Developing States (SIDS4) and its goals and ambitions. His Excellency, Dr. Aubrey Webson, Ambassador to the United Nations for Antigua and Barbuda, commemorated the importance of partnerships for achieving island nations' sustainable development goals, especially as PVBLIC Foundation prepares for SIDS4 in Antigua and Barbuda next May, 2024.
The Family Offices for Sustainable Development (FOSD) convening partners for real, lasting climate impact
Next on December 03, a high level dinner was hosted with IANUA, a co-investment community that has brought together more than 300 family offices and other professional investors since 2019, and PVBLIC, to bring together members of the Family Offices for Sustainable Development (FOSD) network to share ideas and strategize solutions for advancing Climate Action and supporting SIDS.

On December 05, 2023 PVBLIC Foundation President, Stephen Keppel, presented the SDG Data Alliance and the SIDS Global Data Hub as examples of actions towards climate sustainability during the UN Ocean Decade.
In this press conference, Stephen shared that “it is important to know not just what the challenges are but also where they are. Data and mapping are crucial to solving the climate crisis, especially for island nations”. Small islands are only responsible for 0.2% of global carbon emissions, yet they bear the heaviest burden of the current climate crisis.
The session was hosted and organized by Emilie McGlone and PVBLIC’s partners at Peace Boat US.
Sailing for a Renewable Energy future and the SDGs
Also hosted and organized by PVBLIC Foundation’s partners at Peace Boat US, PVBLIC’s President, Stephen Keppel, participated in a conversation focused on renewable energy and the SDGs’, hosted by Emilie McGlone, Director of Peace Boat US.
During this panel, Stephen joined leaders from Google and IDEO to showcase their work and platforms working towards a greener and more sustainable future. Stephen put the spotlight on the SDG Data Alliance and its commitment towards accelerating the achievement of the Sustainable Development Goals through GIS technology and data mapping at the service of developing nations.

On December 06, 2023, the U.S. Department of State and PVBLIC Foundation, in collaboration with CleantechHUB, celebrated the launch of CCE Hubs Latin America. Dorothy McAuliffe, Special Representative for Global Partnerships at the U.S. Department of State formally announced the launch during a session entitled “Empowering Small Business to take climate action: the Role of Ecosystem Enablers” at the Trade House hosted by the International Trade Centre (ITC).
The CCE Hubs Latin America program aims to address pressing climate challenges in Colombia, Costa Rica, and Guatemala, with a vision to expand its impact throughout South America and the Caribbean. This project is a part of the U.S. Department of State’s Coalition for Climate Entrepreneurship (CCE), a public-private partnership that aims to address the climate crisis and contribute to economic empowerment in developing countries by nurturing entrepreneurship focused on climate solutions.
PVBLIC Foundation and CleanTechHub were selected by the U.S. Department of State’s Office of Global Partnerships to expand the CCE Hub program to Latin America. The CCE Hubs will empower early-stage climate solutions and sustainable entrepreneurship. The Program's approach includes ideation, incubation, and acceleration to create a thriving ecosystem for green innovation.
The Program will create a diverse network crossing disciplines, backgrounds, and sectors to generate products, services, and business solutions that address the real consequences of climate issues in communities. The Program's innovative online platform will facilitate knowledge sharing within and between ClimateHubs in Colombia, Guatemala, and Costa Rica. This digital infrastructure will connect entrepreneurs and partners, providing a dynamic knowledge base for ideation and business development. The platform will use digital technologies for training, data collection, mentorship sessions, and reporting on startup impact and development.
